We have a problem in our neighborhood...dog at large. This dog is fairly tall and I think he's able to jump over the measly chain-link fence in his yard. Needless to say, this is a lame excuse for owners who are obviously negligent. It's one thing when you have kids you can't control, but pets? Give me a friggin' break. I can think of at least 3 really good _legal_ ways to take care of the problem and probably more if I got creative. These owners deserve to be chained to a post while their free-running rabid dog chews them to bit.
